Primary Purpose:

Serve as chief administrator of the district’s tax office and carry out the tax assessment and collection functions for the school district.

Qualifications:

Education/Certification:

  • Bachelor’s degree preferred
  • Appropriate state qualifications
  • Eligible for registration with the Texas Department of Licensing and Regulation as a Registered Tax Assessor/Collector (RTA)

 

Special Knowledge/Skills/Abilities:

  • Knowledge of economic and accounting principles and practices
  • Knowledge of state and local tax codes
  • Knowledge of local area and its properties
  • Ability to interpret data
  • Ability to manage budget and personnel
  • Strong communication, public relations, and interpersonal skills

Experience:

  • Five (5) years tax office experience preferred

Major Responsibilities and Duties:

Tax Assessment

  • Act as the district’s liaison with the Harris County Appraisal District.
  • Insure that all district property, both real and personal, is properly identified and listed on the tax rolls.
  • Determine the total appraised value, assessed value, and taxable value of property taxable by the district and submit an appraisal roll to the Board of Trustees showing the appraised, assessed, and taxable values.
  • Calculate the tax imposed on each property on the appraisal roll and prepare and mail a tax bill to the person or authorized agent listed.

Tax Collection

  • Receive, certify and receipt all taxes.
  • Insure all monies are promptly deposited in designated depository.
  • Prepare a current and cumulative delinquent tax roll each year and deliver delinquent notices to property owners or their agents.
  • Initiate delinquent tax suits.
  • Coordinate and supervise the collection process.
  • Resolve tax problems and complaints in an equitable manner including refunding overpayments or erroneous payments of taxes as provided by law. Report adjustments to district’s auditor.
  • Attend Harris County Appraisal District Assessor/Collector meetings and interact with HCAD employees.
  • Calculate the anticipated collection rate that equal to the lowest actual collection rate for the three preceding years.
  • Prepare the Truth-in-Taxation and provide the effective tax rate worksheet to Harris County Tax Office.
  • Prepare and submit the Property Value Report to the State of Texas Comptroller (Property Tax Assistance Department).
  • Attend Alief board meetings, when needed, and administrative meetings.
  • Assist taxpayers, officials, and other members of the public. Maintain effective rapport with general public and handle any problems of concerns in a prompt and courteous manner.
  • Ability to interpret property map facets.

Policies, Reports, and Law

  • Prepare and submit all reports required by the State Property Tax Board and insures compliance with the Texas Property Tax Code.
  • Compile, maintain, file, and present all reports, records, and other documents as requested or required by law including mandatory monthly and annual reporting of all tax collected or delinquent.

Personnel Management

  • Prepare the departmental budget, including all new and replacement capital equipment, personnel, staffing and salary recommendations and all contract items.
  • Select, train, supervise, and evaluate staff and make sound recommendations relative to assignment, retention, discipline, and dismissal.

Other

  • Follow district safety protocols and emergency procedures.
  • Maintain an appropriate level of technology competence to meet the current and future needs of Alief.
  • Implement alternative methods of instruction as needed.
  • Perform other duties as assigned

Supervisory Responsibilities

Supervise, evaluate, and recommend the hiring and termination of assigned staff.

 

Evaluation

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of Professional Supervisor Personnel.

Tools/Equipment Used: Standard office equipment including computer and peripherals

Posture: Prolonged sitting; occasional kneeling/squatting, bending/stooping, pushing pulling, and twisting

Motion: Repetitive hand motions; frequent keyboarding and use of mouse; occasional reaching

Lifting: Moderate lifting and carrying (up to 15 pounds); May require occasional heavy lifting and carrying (15-45 pounds)

Environment: May work prolonged or irregular hours; frequent districtwide travel

Mental Demands: Work with frequent interruptions; maintain emotional control under stress

Salary Range Min-$95,929 Mid-$113,570 Max-$ 131,216 (Based on previous experience)
