Primary Purpose:

To organize and coordinate the successful implementation of all aspects of the Teacher Incentive Allotment (TIA) program for Alief to help attract and retain highly effective teachers at traditionally hard-to-staff schools.  

Qualifications:

Education/Certification:

  • Bachelor’s degree from an accredited college/university, Master’s degree preferred
  • Valid Texas Mid-Management or Standard Principal Certification preferred 

 

Special Knowledge/Skills/Abilities:

  • Knowledge and expertise with research-based best instructional practices that work best with highly diverse and at-risk populations
  • Knowledge of the Texas TIA Program and the Designation System Requirements
  • Experience leading large scale projects with multiple stakeholder groups
  • Experience working with groups navigating ambiguity and complexity
  • Experience with technical grant writing and analyzing data

 

Experience:

  • Minimum three (3) years successful experience as a campus administrator or content specialist preferred
  • Minimum five (5) years of successful teaching experience preferred

Major Responsibilities and Duties:

The purpose of the TIA grant is to provide a pathway to increase the salary for teachers who prioritize teaching in high needs areas by developing or identifying a system for designating high-performing teachers as Recognized, Exemplary, or Master.  The system must set “performance and validity standards” to ensure that the identification of highly effective teachers under the three designation categories yield reliable and comparable results across the state.   

 

Program Management:

  • Organize, schedule and facilitate all meetings with TIA partners and Alief staff to develop a local teacher designation system that measures teacher effectiveness based, at a minimum, on both teacher observation and student growth data.
  • Monitor and analyze TIA data to identify trends, address issues, and adjust implementation efforts as needed.
  • Monitor implementation progress and present as needed to various departments, community groups, campuses, and/or other stakeholders.
  • Engage and collaborate with department leads from School Leadership, Teaching & Learning, Evaluation & Assessment, Communications, Information & Technology Services, Employee Relations, Project Management and Compensation to support implementation districtwide.
  • Ensure all students have access to an excellent education and prioritize this goal in all decision-making.
  • Relentlessly pursue results and be unequivocally driven by goals and student outcomes.
  • Work toward measurable outcomes while supporting other through ongoing coaching to ensure goals are attained.
  • Proactively tackle problems with a sense of possibility, resourcefulness, and resiliency; generate innovative solutions to ensure desired results are achieved.
  • Increase the efficacy of the team by encouraging others to pursue excellence by aligning all actions to the district’s vision.
  • Support overarching goals and a global vision while maintaining an intense focus on crucial details in daily functions.
  • Use reflective practices and ongoing feedback to foster a transformative environment conducive of excellence.
  • Organize and oversee the district’s system planning and development process.
  • Oversee and facilitate the data capture and validation process which will include a review of the accuracy of how the Alief designations align to the statewide performance standards.
  • Actively collaborate with Associate Superintendents, principals, district coordinators, interventionists, and campus staff in aligning, developing, and implementing all areas of the TIA program.
  • Actively collaborate with Associate Superintendents, principals, district coordinators, interventionists, and campus staff in identifying program needs and redesign of requirements.
  • Be knowledgeable and apt at creating, evaluating, and communicating critical data points (qualitative and quantitative) impacting all phases of TIA both during development in Alief ISD and after implementation.
  • Assist in research and grant writing related to the needs of the TIA program in Alief..
  • Must attend training on TIA planning, practices, and methodologies and develop and host sessions for TIA staff.

Policy, Reports, and Law

  • Create board documents, write memos, and support communication of TIA updates districtwide.
  • Ensure compliance with all applicable laws, rules and regulations in the TIA application, implementation of activities, submission of reports, and expenditure of any funds.
  • Compile, maintain, and file all reports, records, and other documents required, including mandatory financial reports to TEA.
  • Comply with policies established by federal and state law, State Board of Education rule, and the local board policy.

 

Other

  • Follow district safety protocols and emergency procedures.
  • Maintain an appropriate level of technology competence to meet the current and future needs of Alief.
  • Implement alternative methods of instruction as needed.
  • Perform other duties as assigned.

Evaluation

Performance of this job will be evaluated in accordance with provisions of the Board’s policy on evaluation of Professional Non-Supervisor Personnel.

Tools/Equipment Used: Standard office equipment including computer and peripherals

Posture: Standing, prolonged sitting, occasional kneeling/squatting, bending/stooping, pushing pulling, and twisting

Motion: Repetitive hand motions; frequent keyboarding and use of mouse; occasional reaching; may also require climbing stairs and reaching over head

Lifting: Moderate lifting and carrying (up to 15 pounds); May require occasional heavy lifting and carrying (15-45 pounds)

Environment: May work prolonged or irregular hours; frequent districtwide travel; all campuses are temperature controlled with hard surface floors

Mental Demands: Work with frequent interruptions; maintain emotional control under stress

Salary Range: Min- $76,570 Mid- $91,443 Max- $106,314 (Based on previous experience)

235 Days

2024-2025 Salary Schedule

This position is grant funded and federally funded positions are contingent upon availability of funding.
